
When people call out for help, first receive them. Then you can assess them. If you don’t receive them, you won’t really assess them fairly and you may never provide relief if you are biased or jugdemental.
A lot of people who are abused, harassed and assaulted are usually ashamed because of how ludicrous their assertions sound. However, that’s the irony and the intention of the attackers…. to make the victim become discredited and the perpetrator the pitied.

Receiving the testimonies of someone in distress is the first thing to do. When people are in danger (perceived or real), they need to feel safe first, then you can examine evidences. Some who really want to help others often want to see the injuries first. However, the evidences are found in the narratives of their experiences. Many victims hide their wounds because of shame. In addition, you can’t see most of the effects of pscychological assault or abuse on the surface.
So many people have suffered needlessly because people don’t believe them. Remember, no one is asking you to arrest the ‘perpetrator’, just to make the ‘attacked’ person feel safe. Then you can always refer them to where they can get appropriate intervention if it goes beyond your capacity.
